Upload an exemption certificate

POST/exemptions/{exemption_id}/certificates

Attach a certificate document to an exemption in the resolved organization, as multipart/form-data with the file in the file part. The file must be a PDF and at most 10 MB. Returns the stored certificate's metadata; fetch its bytes with GET /exemptions/{exemptionId}/certificates/{certificateId}. Returns 404 if the exemption does not exist, is archived, or belongs to an organization your credential cannot access.
