List a connection's unconfirmed collecting registrations

GET/connections/{conn_id}/pending-states

List the REGISTERED registrations on this connection awaiting a collected-tax confirmation, for the confirm-collecting modal. Searched across every organization your credential owns by default; narrow it to one with an Organization-Id, Connection-Id or Entity-Id selector. Returns 404 if the connection does not exist or belongs to an organization your credential cannot access.
